Located in the southwestern part of Fuxi Town, 17 kilometers away from the county seat, Linghou Village covers an area of 3,876 mu. It administers six natural villages with a total of 161 households and 538 residents, including 20 party members. In recent years, Linghou Village has emphasized party building leadership, tapping into its rich historical and cultural heritage and unique natural ecological resources. Centered around the development strategy of “culture as the soul, rejuvenation of the ancient village,” it has adopted a tourism and culture integration approach to drive rural revitalization. Focused on improving the quality and efficiency of the tea industry, it has been working hard to fortify foundations and cultivate leading figures. Through the “Village Party Branch Leading + Village-Enterprise-Tea Farmer Collaboration + Integrated Prevention and Control Base” model, it has encouraged and supported talents to return and invest in businesses. Mobilizing villagers to contribute land through shareholding, leasing, or exchange, 1,360 mu of land have been transferred, and tea farmer conventions have been signed with 112 households. A high-standard eco-friendly tea garden base has been built, transforming one-time resource transfer income into continuous revenue, thereby enhancing the enthusiasm of villagers and the cohesion of the village collective. Deeply engaged in brand building, it leads with the “Zherong Highland White Tea” brand, optimizes the “Guiling” leading enterprise, and focuses on promoting green prevention and control and eco-friendly planting techniques in tea gardens. It is actively promoting the construction of a smart tea garden monitoring system. Through formulating tea farmer conventions, 100 tea farmers are involved in creating a highland organic white tea “No.1 Base” that features standardized planting, scientific management, and significant benefits, truly implementing industrial development to promote farmers' income growth. With village-enterprise cooperation and the integration of tea and tourism as the driving forces, sales space is further expanded, driving corporate efficiency and farmers' income growth.

Continuously improving tea quality, accelerating the creation of organic tea gardens, and steadily enhancing brand influence, it relies on a thousand-mu eco-friendly tea garden to accelerate the construction of a tea-tourism-health care complex. Efforts are made to transform ecological construction into ecological industries. Successive constructions of viewing platforms, leisure teahouses, fitness trails, tea culture landscapes, and other supporting facilities, as well as interplanting cherry blossoms and peach blossoms to enhance the “Beauty” of the tea garden, have developed new tourism projects such as tea homestays, leisure teahouses, and tea restaurants, extending the tea industry chain and diversifying products. This further promotes the integrated development of tea and tourism. Accelerating the progress of the Fulinghou Tea Village activity platform and the co-construction of the Linghou complex project further solidifies the infrastructure for tea tourism, striving to create more new scenes for the integrated experience of tea and tourism, aligning with the ecological and cultural demonstration belt of Qianzhai and Fuxi Village, opening up fine tea tourism routes, and gradually building a highland white tea special industry zone characterized by high cultural quality, excellent ecological environment, and good industrial foundation, injecting new vitality into rural revitalization through the integrated development of culture and tourism industries.

It actively promotes the classification and upgrading of the living environment, plays the vanguard role of party members, selects and trains volunteer party members and central household party members, and actively leads the people in contributing labor and materials to assist in the whole-village exterior facade and sloping roof renovations, “micro-garden” constructions, etc. Centered around the development positioning of a tea-tourism-health care complex, it comprehensively advances the improvement of village quality. Continuously optimizing talent introduction and cultivation, it builds a base for party members to lead and enrich, conducts school-local collaboration with universities such as Fujian Agriculture and Forestry University and Fuzhou Foreign Languages and Foreign Trade College, and creates a “Fujian Agriculture and Forestry University Tea Industry Chain Scientific Innovation and Service System Construction Project Demonstration Base.” Concentrating on research and innovation of tea tree germplasm resources, safe and standardized production of tea leaves, and economics and cultural creativity of the tea industry, it provides full-chain services for the tea-tourism industry. Focusing on four critical aspects – training, incentives, management, and services, it plays a leading role in industrial assistance, product design, publicity and promotion, and environmental enhancement.
